Local Emergency Planning Committee (LEPC)


The Doddridge County Local Emergency Planning Committee (LEPC) works to enhance emergency preparedness, planning, response, and community safety. The LEPC brings together representatives from emergency services, government agencies, industry, public health, utilities, and community organizations to ensure coordinated planning for hazardous materials incidents and other emergencies.

The LEPC is responsible for maintaining the county’s emergency response plans, reviewing Tier II chemical reports, supporting public outreach and education, and coordinating with state and federal partners to improve readiness. Our goal is to help protect residents, businesses, first responders, and the environment through proactive planning and collaboration.

ACCESSIBILITY OF SARA TITLE III HAZARDOUS SUBSTANCE INFORMATION

Section 324 of the Emergency Planning and Community Right to Know Act, also known as SARA Title III (Superfund Amendments and Reauthorization Act of 1986, PL99‑499), requires public notice at least once annually informing the public of how to access information about extremely hazardous substances manufactured, stored, or used within their community. Follow‑up emergency notices submitted to the LEPC may also be issued as needed.

Information concerning DCLEPC meetings, SARA Title III hazardous materials planning, material safety data sheets (MSDS), emergency, first aid and medical treatment procedures, and hazardous chemical inventory forms (listing extremely hazardous substances manufactured, stored, or used within Doddridge County) can be obtained during normal business hours by contacting the Doddridge County Office of Emergency Management at 304‑873‑1343 or by emailing [email protected].

LEPC Meetings & Planning Focus


The Doddridge County Local Emergency Planning Committee (LEPC) meets quarterly to review emergency plans, discuss hazardous materials reporting, and coordinate preparedness activities with community partners. While SARA Title III hazardous materials planning is a core requirement, Doddridge County typically does not experience frequent hazmat issues. As a result, the LEPC also focuses on broader all‑hazards planning to support community readiness and resilience.

Our meetings often include discussions on emergency response capabilities, flood preparedness, severe weather readiness, critical infrastructure concerns, and upcoming projects that benefit the county.
